Instructions
- Heat oil in a Dutch oven over medium-high heat. Cook beef in hot oil, stirring occasionally, until brown on all sides, about 10 minutes. Reduce heat to medium.
- Add tomatoes, onion, red bell pepper, water, cumin, garlic, garlic powder, oregano, salt, black pepper, and paprika. Cook, stirring frequently, until beef is tender, about 30 minutes.
